Possible deliverables
Limits
Occluded and unscanned surfaces cannot be reconstructed faithfully without assumptions. Noise, scan-alignment errors, thin structures and very large datasets can require manual work or make the requested result impractical. Feasibility, price and deliverables are confirmed before processing.

Describe the scan, file size, intended software and how you need to use the mesh. Do not send confidential files until an upload method is agreed.

Yes, when the scan has enough coverage and density for a useful surface reconstruction. E57 point samples normally need cleanup and meshing rather than a simple file-extension change.
